If you buy the game in germany, only the ultimate edition comes with english language. For the base game only it says on the store page "german low violence version only available in german language".

Here's an easier way, and potentially safer, way. Right-click on the game in the Steam Library, select Properties, click on the Language tab, select Spanish in the drop-down menu.
